(31 July): Winning resolution: Resolved: The United States Federal Government should substantially increase its constructive engagement with Cuba.

- E. RESOLVED: The United States Federal Government should substantially alter its foreign policy towards one or more of the following nations: Brazil, Colombia and/or Argentina
